Why is there such a dearth of information on Wolf Metzer?
Hew was a famous psychic, and even worked for Stalin. Yet not even Wikipedia has anything.

You might try The School of Psychic Studies, in Belgravia, London.
They have a good library and the one time I visited,
no flying ectoplasm.
Or The Black Eagle Lodge, in Bavaria (which members advised A.Hitler, in WW2).

How can we make it appealing for a famous ‘psychic’ to take a test?
Many famous ‘psychics’ refuse to take scientific tests of their abilities because they have everything to lose (career) and nothing to gain as they already have a fan base that is strong enough to give them a really good wage. Is there any way to get these psychics to take a scientific test? What kind of incentive could one provide?
Money has been tried, but for those with any notoriety there is no financial reward big enough that a bunch of scientists can offer. They make so much money with TV and books and DvDs etc.

There are people that have “superior autobiographical memory,” the ability to recall nearly every day of one’s life. 60 Minutes did a report on this. See the link below. Though not a “psychic” ability these people not only prove what they claim, they let scientists examine and test them. Nothing is mentioned about needing a reason like money to prove what they do.
No one that claims to be psychic is willing to accept burden of proof. What makes say-so better than proof?
“Now, what’s the difference between an invisible, incorporeal, floating dragon who spits heatless fire and no dragon at all? If there’s no way to disprove my contention, no conceivable experiment that would count against it, what does it mean to say that my dragon exists? Your inability to invalidate my hypothesis is not at all the same thing as proving it true. Claims that cannot be tested, assertions immune to disproof are veridically worthless, whatever value they may have in inspiring us or in exciting our sense of wonder. What I’m asking you to do comes down to believing, in the absence of evidence, on my say-so.”

There already exist many tests, particularly with cards that universities use to see if an individual has an intuitive ability.
However, for those who are genuinely intuitive, it is a sacred thing and not to be used in this way. Also, many factors affect how the information is received. If someone is nervous, if others are emanating skeptical attitudes, if someone is tired or sick, then it is far more difficult to connect.
What type of ability are you wanting to test? There are literally dozens.
Those who are fakes will refuse for the reason you cited. Those who are genuine will refuse for the reason I cited.
I suggest you visit with a meetup that is focused on such things or a Spiritualist Church and just get to know people. You will see for yourself what can happen.
